The FDA says it is aware that flavored e-liquids will be popular with young adults, but that adults also need to be protected contrary to the over-selling of the products by adult consumers. Based on the FDA’s warning letters, a few of the e-liquids involved had no flavor; however, they were being offered for sale in candy bars disguised as a wholesome snack.

Cool Cloud Vapor had marketed its e-liquid product as a supplement and a sports drink. These promises were misleading, the FDA claims, because no FDA regulatory requirements or laws exist to regulate dietary supplements and sports drinks.
